Second Street Planning Project Steering Committee
Present: Steve Thornton, Richard Freese, Dennis Cowley, Brad Lahr, Doug Knott, Jeff Ellerbush, Chris Batchelder, Dave Edmonson, Sean Allen, Marcia Marcoux, Amy Blenker, Chris Flood, Millie Suk (RAF), Tammy Greenwood, Geoff Martin
Absent: Jose Rivas, Karel Weigel, Charlie Quigg
Blenker called the meeting to order at 5:10pm.
Lahr provided a summary of the meeting with Mayo Facilities Executive meeting. Committee members asked for clarification on various comments from Mayo Facilities committee.
Allen and Blenker provided a summary of the meetings with developers.
Allen reviewed the revised committee recommendations and the revised framework plans 1 and 2.
Freese reviewed the revised lane configuration options. Greenwood entered the meeting. Freese showed the Tucson streetcar video.
The committee discussed the location of the 9th Ave pedestrian/bike connection and the new Gateway District road realignment.
Allen requested the committee to come to agreement on the recommendations.
Batchelder suggested that the committee reconsider recommending a park or greenspace at the SE corner of HWY 52 and 2nd Street. Marcoux agreed that the space needs to be more open, similar to that planned for Shopped on 2nd. No action undertaken by the committee to revise recommendations.
Greenwood questioned the language under E5 general recommendations for parking garages. The committee suggested that the language be changed to include requiring that garages address vehicle noise, light, and be visually pleasing to the neighborhood on all sides-similar to the 1st Ave and 3rd Street ramp. The committee agreed that this was important.
Freese recommended changing the word “public” to “shared” in recommendation E4 referring to the parking system. The committee agreed to the change.
Edmonson suggested that the committee return to the previous recommendations for the 9th Ave pedestrian connection. The committee discussed the possibilities for locating the alley and pedestrian connection. The committee agreed to investigate the issue further before deciding.
Lahr suggested that the alley connection through the 11th Ave and 2nd Street parcel may not be in alignment with Mayo's future plans. Lahr agreed to research the issue further.
Allen requested that the committee come to consensus on the plan recommendations.
The committee generally supported the Plan Two recommendations with the above questions (location of the pedestrian connection, location of the pocket park, length and location of the alley) still needing more information before the final decision.
Martin presented information on streetscape elements.
