12/05/07 --- Second Street Planning Project Steering Committee

Present: Jeff Ellerbusch (Rochester-Olmsted Planning Dept), Richard Freese (Rochester Public Works), Jose Rivas, Amy Blenker, Sean Allen, Charlie Quigg, Geoff Martin, Tammy Greenwood, Karel Weigel, Doug Knott (Rochester Administration), Dave Edmonson, Steve Thornton, Tom Bruckman, David Pesch, David Rossman, Marcia Marcoux, Phil Wheeler

Absent: Marc Carpenter, Joe Powers, Brad Lahr

Blenker reviewed committee's roles and responsibilities. Committee reached consensus to not have a chairperson from the committee but rather have RAF staff serve in that role.

Presentation on Traffic Report by David Rossman.

Discussion regarding City's aims for level of service.

Discussion regarding the reliability of traffic projections. Edmonson challenged the assumptions in ROCOG 2035 plan. Discussion regarding the ROCOG model.

Rivas stated that the future traffic counts can be determined by the committee and are not necessarily a constraint of their work. Discussion ensued and general agreement reached on that principle. Wheeler stated that the committee has the ability to change the policy related to the projected counts.

Quigg questioned the scope (timeline) of the study.

Freese stated that (transportation) planning should project out farther rather than shorter. 20 years is not long enough based on past results of infrastructure outlasting planning timeframe.

Discussion regarding feasibility of 1/2 block depth redevelopment in East district (esp. north side).

Quigg requested crash data of the area.

Weigel left meeting.

Discussion regarding format and responsibilities for December 12 community workshop.
